Cass County sits within Missouri’s 17th Judicial Circuit, which it shares with Johnson County. A single Circuit Court headquartered at the Cass County Justice Center in Harrisonville processes all trial-level matters for the county, including criminal prosecutions, civil lawsuits, family proceedings, probate administration, and juvenile cases. The office of Circuit Clerk Kim York is responsible for maintaining the official record of every filing, order, and judgment entered in these cases. In addition to the main Circuit Court, several municipal divisions operate throughout the county to handle traffic violations and city ordinance offenses in communities such as Belton, Harrisonville, Raymore, Peculiar, Pleasant Hill, and Lake Winnebago.

Residents and other interested parties searching for court records in Missouri can begin with the state’s official online resources and local clerk offices. MissouriCourts.us offers statewide information about court locations, forms, filing fees, and procedural rules. The state judiciary’s public case-lookup tool, Case.net, provides searchable access to case records across all Missouri circuit courts, including municipal divisions. Records may also be obtained in person at the Circuit Clerk’s office, by mail, or by fax. For records that fall outside the court system — such as vital records, property filings, or law-enforcement reports — separate county and state offices serve as custodians.

Are Court Records Public in Cass County?

Missouri law creates a broad presumption that government records, including court files, are open to the public. The Missouri Sunshine Law (Chapter 610, RSMo) requires public governmental bodies to make records available for inspection and copying unless a specific statutory exemption applies. Under § 610.100, RSMo, all arrest reports and incident reports are designated as open records, though certain investigative details may be closed while an investigation is active.

Categories of information that may be restricted or closed under Missouri law include:

  • Records protected by attorney-client privilege where a governmental body is a party to litigation
  • Medical records and mental health evaluations
  • Juvenile case records (with limited exceptions)
  • Sealed or expunged criminal records
  • Social Security numbers and financial account identifiers contained in court filings
  • Academic records of students
  • Welfare case information
  • Security-sensitive data involving infrastructure, telecommunications, or personal safety
  • Sealed adoption records
  • Confidential mediation communications

When a record contains a mixture of public and restricted information, the custodian is required to redact the exempt portions and provide the remainder. Requests to inspect or copy Cass County court records may be submitted to the Circuit Clerk’s office. If a request is denied, the requester may appeal to the circuit court or file a complaint with the Missouri Attorney General’s office, which oversees Sunshine Law compliance.
