How to Look Up a Court Case in Clay County?
The most widely used method for finding a Clay County case is the Case.net system, the Missouri Judiciary’s free online portal. Case.net contains case data from all participating Missouri courts, including the Clay County Circuit Court. Searches can be conducted using several identifiers:

Requests of ten or more pages from one or more files may be charged the actual cost of search and copying. All mailed copies are subject to postage and packaging charges. Payment is accepted by money order, cashier’s check, personal check, and credit or debit card (Visa, MasterCard, Discover, American Express). Credit/debit transactions under $50.00 incur a $2.00 processing fee; transactions of $50.00 or more carry a 4% processing fee. The court’s current fee schedule should be reviewed for the latest costs.
Are Court Records Public in Clay County?
Clay County court records are presumed open to inspection under two primary authorities: Missouri Supreme Court Operating Rule 2 and the Missouri Sunshine Law, Chapter 610 RSMo. Under these provisions, any member of the public may inspect or obtain copies of judicial branch records unless they are deemed confidential by law, court rule, or court order.
The following categories of information are restricted from public access:
- Expunged or sealed records
- Dates of birth
- Social Security numbers, driver’s license numbers, passport numbers, and taxpayer identification numbers
- Names, addresses, and contact details of victims, witnesses, informants, and individuals protected by a restraining or protection order
- Names of minors involved in proceedings
Confidential records may be released only to the record subject, parties to the case, attorneys of record, or others authorized by law or court order. On Case.net, some confidential case types appear with limited header information, and full access to case documents in those categories is restricted to authorized users.
Closed criminal records—defined as cases that resulted in a nolle prosequi, dismissal, not guilty verdict, or suspended imposition of sentence—carry additional restrictions specific to Clay County. Per the 7th Judicial Circuit’s policies, these records are accessible only to the record subject or an attorney of record who presents valid identification. Written requests must be notarized.
Clay County Criminal Court Records
Criminal cases in Clay County are adjudicated in the Circuit Court’s criminal division, housed at the James S. Rooney Justice Center. Municipal divisions across the county also handle traffic and ordinance violations within their respective jurisdictions.

Statewide Criminal Background Checks
For a comprehensive criminal history search beyond Clay County court files, the Missouri State Highway Patrol’s CJIS Division serves as the state’s central criminal records repository. Two types of background checks are available:
- Name-based (Personal Identifier) search: Available to any member of the public through the MACHS Name Search Portal. The fee is $15.00 per request plus a small convenience fee. Requires the subject’s name, date of birth, and Social Security number. Results include only open records—convictions, charges pending disposition, arrest data less than 30 days old, and records with a suspended imposition of sentence during the probation period.
- Fingerprint-based search: Available through the MACHS Fingerprint Search Portal for scheduling a fingerprinting appointment with the state vendor, IDEMIA. This search yields closed or complete records, including dismissed charges, not guilty verdicts, expunged records, and SIS entries after probation ends. Fees break down as follows:

Clay County Civil Court Records
The Civil Department of the Clay County Circuit Court handles all non-criminal litigation filed in the county. The department is organized into four divisions:

Clay County Family Court Records
Family law matters in Clay County fall under the Civil Department’s Domestic Relations division. Cases include dissolution of marriage (with and without children), legal separation, paternity actions, motions to modify custody or support, family access motions, and protection orders related to adult abuse, stalking, and child abuse.

Non-confidential family case information can be viewed on Case.net. Family records tend to carry stricter access restrictions than other case types due to their sensitive nature. Names of minors, victim contact information, and details protected by court order are shielded from public disclosure. All fees include the library fee. A Confidential Case Filing Information Sheet (form FI-10 for domestic relations; form FI-15 for adult abuse/stalking) must be submitted when filing applicable family cases.
Marriage Records
Marriage license records in Clay County are maintained by the Clay County Recorder of Deeds, not the court. Copies can be obtained through the following methods:
- By mail: Include both spouses’ full names at the time of the license application, the marriage date, a self-addressed return envelope, and payment ($10.00 certified; $2.00 uncertified). Mail to: Recorder of Deeds, ATTN: Marriage License Desk, P.O. Box 238, Liberty, MO 64069.
- By phone: Call (816) 407-3550 with both names and credit card information. A nominal convenience fee is added to phone orders.
- Online: The Recorder’s iRecordWeb portal allows free searches of the marriage license index by last name. Registered users can view and print document images.
For individuals who do not know the county where a license was issued, the Missouri Department of Health & Senior Services can provide a certified Statement of Marriage for $15.00 to eligible requesters, which identifies the issuing county.
Divorce Records
Clay County divorce records (dissolution decrees) are court records obtainable through the Circuit Clerk’s office using any standard request method. A Certificate of Dissolution of Marriage may also be ordered from the state vital records office for $15.00 when the county of record is unknown.
Birth and Death Records
The Clay County Public Health Center issues birth certificates (Missouri births after 1920) and death certificates (deaths after 1980). Requests are accepted online through the Center’s vendor, by mail using the Application for Certified Copy of Birth/Death Certificate, or in person with valid photo identification. Birth certificates cost $15.00 per copy. Death certificates cost $14.00 for the first copy and $11.00 for each additional copy. Mail and online requests take approximately seven to ten business days; walk-in requests receive same-day service. Missouri is a closed vital records state under §193.255 RSMo, so only parties with a direct and tangible interest may obtain certified copies.
Clay County Probate Court Records
The Probate Department of the 7th Judicial Circuit exercises statutory authority over deceased persons’ estates, wills, trusts, guardianships, conservatorships, emancipations, and civil commitments involving mental illness or substance abuse. Searching Probate Records
Probate case information is available on Case.net, which carries Clay County probate records from 1977 to the present. In-person requests and inquiries can be directed to the Probate Department during regular courthouse hours (Monday–Friday, 8:00 a.m.–5:00 p.m.).

Estates with inventories exceeding $50,000 are subject to additional costs on a tiered scale ranging from $50.00 (for estates valued $50,001–$100,000) up to $450.00 (for estates valued at $450,001 or more). An additional $30.00 fee accrues for each twelve months or partial period after the first year that a deceased estate remains open before the final settlement is filed. For guardianship and conservatorship of minors, an additional $25.00 per year applies after the first twelve months.
Effective August 28, 2018, Missouri law requires proposed guardians and conservators to file background screening results—including criminal records, disqualification lists from the Departments of Mental Health, Social Services, Health and Senior Services, and sex offender registry checks—no later than ten days before the final hearing. Credit history reports are required for proposed conservators and fiduciaries. Exemptions apply to the Public Administrator, the ward’s spouse, parent, grandparent, or adult child. Background screening can be completed through the Missouri State Highway Patrol, and the Caregiver Background Screening Form is available on the Department of Mental Health website.
Duplication fees for probate records follow the same schedule as other circuit court records: $1.00 per photocopy page, $4.00 for the first certified page plus $1.00 for each additional page, and $6.00 for the first authenticated page plus $1.00 per additional page.
