Pulaski County sits in south-central Missouri along the historic Route 66 corridor, with its county seat in Waynesville. The county is home to Fort Leonard Wood, a major U.S. Army installation, which contributes to a transient but sizable population. All judicial matters in Pulaski County flow through the Circuit Court of the 25th Judicial Circuit, which exercises general jurisdiction over criminal, civil, family, juvenile, and probate cases. Are Court Records Public in Pulaski County?

Court records in Pulaski County are generally open to the public under Missouri’s Sunshine Law (Chapter 610, RSMo). This statute establishes that records created by government bodies — including courts — are presumed accessible unless a specific legal exemption applies. Any person may inspect or request copies of public court records from the Circuit Clerk.

Several categories of records are restricted from public access by statute or court order:

  • Juvenile records — Proceedings involving minors are confidential under Missouri law and are not available for public inspection.
  • Adoption records — Files related to adoption proceedings are sealed and accessible only to authorized parties or by court order.
  • Sealed and expunged records — Cases sealed by judicial order or expunged under Missouri’s expungement statutes are removed from public view.
  • Medical and mental health records — Health-related documents filed as part of court proceedings are protected.
  • Domestic and sexual violence victim information — Personal identifying details of victims in these cases are shielded from disclosure.
  • Personal identification data — Social Security numbers, driver’s license numbers, and financial account numbers are redacted or excluded from publicly accessible records.
  • Trade secrets and proprietary information — Business information submitted under seal remains confidential.
