The county operates within the 11th Judicial Circuit, a single-county circuit with its primary courthouse at 300 North Second Street in the city of St. Charles. The Circuit Court is composed of six circuit judges, nine associate circuit judges, and one probate commissioner, with divisions covering circuit civil, associate circuit civil, small claims, family, juvenile, probate, criminal, treatment, and municipal matters. Ten municipal divisions also handle local ordinance violation cases throughout the county. Presiding Judge W. Christopher McDonough oversees the circuit’s operations.
Those seeking court case information in Missouri can access records through several channels. Clerk offices at the courthouse accept in-person requests, and the state provides free electronic access through its Case.net portal. MissouriCourts.us may also help users locate publicly available court case information, statewide forms, and resources related to the state judiciary. For records that are not available electronically, the St. Charles County Circuit Clerk’s office assists the public during regular business hours.
How to Look Up a Court Case in St. Charles County?
St. Charles County offers multiple pathways for locating court case records, ranging from free online searches to in-person visits at the courthouse.
Online through Case.net
Missouri’s Case.net portal provides free public access to circuit court case information statewide, including all St. Charles County Circuit Court cases. Users can search by party name, case number, filing date, or hearing date. Results display case summaries, charges, hearing schedules, court actions, rulings, and party information. Since July 1, 2023, Case.net also provides remote public access to certain public documents filed on or after that date, allowing users to view, download, and print documents from personal devices.
In Person at the Circuit Clerk’s Office
The Circuit Clerk’s office serves as the official record keeper for all Circuit Court and District Court proceedings. The office is located at:

Copies of court documents cost $0.25 per page, with an additional $1.50 for certification. Copies can be obtained from all files unless a case has been sealed. For sealed cases, only parties to the case or their attorney may obtain copies in person with proof of identity.

Payment Methods
Court costs, fines, and filing fees can be paid in person or by mail at the Circuit Clerk’s office. Personal checks are not accepted for court costs. Mastercard, Discover, and Visa are accepted in person for posting bonds and court costs, though a convenience fee applies.

Are Court Records Public in St. Charles County?
Missouri’s Sunshine Law, codified in Chapter 610 of the Revised Statutes of Missouri, establishes a broad right of public access to government records, including court files. Under this law, most court records in St. Charles County are open to public inspection unless a specific statutory exemption applies or a court has ordered a file sealed.
Categories of records that may be closed or restricted include:
- Sealed court records: Only the parties to the case or their attorney may access a sealed file, and they must appear in person with proof of identity.
- Juvenile court records: Proceedings in the Juvenile Division are confidential under Missouri law.
- Adoption records: These are sealed upon finalization.
- Ongoing litigation details and information covered by attorney-client privilege involving a government entity.
- Medical records and other confidential personal files.
- Security-related information pertaining to citizens, infrastructure, or telecommunications systems.
- Certain arrest records: Under RSMo § 610.100, arrest records are initially open but portions become closed records once 30 days have passed from the arrest date without charges being filed or upon certain dispositions.
Records that have been expunged under Missouri law are removed from public access entirely. Individuals seeking copies of non-sealed records can request them in person at the Circuit Clerk’s office, by email, or by fax for the standard copy fee of $0.25 per page plus $1.50 for certification.
St. Charles County Criminal Court Records
Criminal cases in St. Charles County are prosecuted in the Circuit Court, which handles felonies, misdemeanors, and criminal traffic offenses. The Circuit Clerk maintains all criminal case files, including charging documents, warrants, plea agreements, motions, trial transcripts, sentencing orders, and post-conviction filings.

Criminal Background Checks
The Circuit Clerk’s office does not perform criminal records checks. For formal background checks, individuals should contact:

The Missouri State Highway Patrol’s Criminal Justice Information Services (CJIS) Division administers statewide criminal history searches through the Missouri Automated Criminal History Site (MACHS). Two search types are available:

Name-based searches can be conducted online through the MACHS Name Search Portal. Fingerprint-based searches require scheduling an appointment with IDEMIA through the MACHS Fingerprint Portal. Results for fingerprint searches are generally mailed within seven to ten business days.

St. Charles County Civil Court Records
Civil litigation in St. Charles County is divided among circuit civil, associate circuit civil, and small claims divisions. Circuit civil cases involve claims exceeding $25,000, while associate circuit cases handle disputes up to $25,000. Small claims cases involve amounts up to $5,000. The Circuit Clerk maintains records for all civil proceedings, including complaints, answers, motions, discovery materials, settlement agreements, judgments, and liens.
How to Obtain Civil Records
Civil case information is searchable at no cost through Case.net. In-person requests and copies can be obtained at the Circuit Clerk’s office. Copy fees are $0.25 per page and $1.50 for certification. Judgment indexes and lien information are maintained in Suite 217 of the courthouse.
Small Claims

Civil Court Forms
Standardized forms for civil actions, including do-it-yourself forms for pro se litigants, are available through Alabama E-Forms — note that Missouri’s equivalent resource is through the Missouri Courts forms page. Attorneys and parties may also file documents electronically through Missouri’s eFiling system, which the St. Charles County Municipal Division now participates in.
Ex Parte Filings (Adult Abuse/Child Protection)

St. Charles County Family Court Records
Family law matters in St. Charles County — including divorce, legal separation, child custody, child support, paternity, and domestic violence protection orders — are handled by the Family Division of the Circuit Court. St. Charles County does not operate a separate family court; all family proceedings are administered through the 11th Judicial Circuit. Self-represented litigants in family law matters (divorce, modification of custody or support, paternity) are required to follow specific procedures set by the circuit.

Child Support Payments
Child support payments must be mailed to the Family Support Center at P.O. Box 109002, Jefferson City, MO 65110. Payments may be made by cashier’s check, money order, or personal check. The Juvenile Division processes referrals alleging child abuse or neglect for children under 18, as well as status offenses and delinquency matters. Juvenile records are confidential under Missouri law and are not available through Case.net.
Marriage Records
Marriage licenses in St. Charles County are issued by the Recorder of Deeds. Applications can be completed online no more than 30 days before the ceremony, and both applicants must be at least 18 years old, with at least one being a St. Charles County resident per RSMo 451.040. The total cost for a marriage license and certified copy is $58 ($47 license, $9 certified copy, $2 postage). Cash or credit card is accepted; personal checks and Discover are not.

Certified copies of birth and death certificates are issued by the St. Charles County Department of Public Health, Vital Records Division. Applications can be submitted in person, by mail using the Application for Copy of Birth or Death Certification, or online through VitalChek (additional service fees apply).

St. Charles County Probate Court Records
The Probate Division of the St. Charles County Circuit Court handles cases involving incapacitated adults and minors requiring guardians or conservators, estates of deceased persons, litigation concerning trusts and wills, civil commitment of mentally ill persons, and cases involving sexually violent predators. The Probate Division’s jurisdiction derives from Missouri Revised Statutes Chapters 472, 473, 474, and 475, as well as Chapters 631 and 632. Local Court Rule 72 of the 11th Judicial Circuit governs probate filing procedures specific to St. Charles County.

What Can Be Filed Without an Attorney
Missouri law generally requires attorney representation for probate matters, with the following exceptions:
- Applications for Refusal of Letters for a Spouse, Creditor, or Unmarried Minor Child
- Small Estates
- Limited Guardianships
- Minor Conservatorships when both parents are serving
- Filing of wills and admitting wills to probate

Probate case information is available through Case.net and in person at the Circuit Clerk’s office. Copies cost $0.25 per page and $1.50 for certification. The Alacourt Access system referenced in other states does not apply here; Missouri uses Case.net exclusively for public court record access.
Types of Probate Records
Records maintained by the Probate Division include petitions for probate of wills, letters testamentary, letters of administration, estate inventories and accountings, guardianship petitions and orders, conservatorship proceedings, trust litigation documents, and civil commitment orders. Interested parties should have the decedent’s name, approximate date of death, or case number available when requesting records.
